Bulgaria mandates registration for electric scooters

The Bulgarian government has adopted a regulation introducing mandatory registration for electric scooters and other individual electric vehicles. Under the new rules, municipalities will maintain registers of these vehicles and their owners to improve road safety and facilitate the identification of parties involved in accidents or traffic violations.

Registration applications can be submitted at the owner's permanent address or a company's headquarters, with an option for electronic submission via the e-government portal. The national register will be maintained by the Road Safety Agency, while local entries will be managed by mayors or authorized municipal staff. Registered vehicles will receive a registration number, which must be displayed using two self-adhesive carriers.

Required documentation for initial registration includes proof of ownership, technical documentation, and a declaration of technical fitness. To allow municipalities to establish the necessary administrative and technical infrastructure, a 12-month transition period will be implemented for the core registration and reporting requirements following the regulation's publication in the State Gazette.
