Bulgaria Ministry of Interior to issue new voting certificates for November 1 runoff
The Bulgarian Ministry of Interior has announced that new voting certificates will be issued to citizens for the presidential and vice-presidential runoff election scheduled for November 1, 2026. Certificates issued for the first round of voting on October 25 will not be valid for the runoff election.
Citizens without valid identity documents—due to loss, theft, damage, destruction, or expiration of an ID card or passport—can apply for these certificates in person at Bulgarian Identity Document units within the Sofia Directorate, Regional Directorates, or district administrations. For those who have already applied for a new ID card, assistance will be provided to expedite the process. If a new ID card cannot be issued by the end of the working day on October 30, citizens may request a voting certificate instead.
Issuance of certificates will take place from October 26 to October 31, 2026, between 08:30 and 17:00, and on November 1, 2026, from 08:30 to 19:00. Special service hours are scheduled for the weekend: on October 31, units will operate from 08:30 to 17:30, and on November 1, from 08:30 to 19:30.
