Bulgaria passes law granting tax officials crypto data access

Bulgaria’s National Assembly has approved amendments to the Tax and Social Security Procedure Code, granting the National Revenue Agency extensive access to cryptocurrency user data. The legislation, which passed with a 149–0 vote and 10 abstentions, transposes two European Union directives designed to enhance tax transparency and combat tax evasion.

Under the new law, cryptocurrency service providers must register and report detailed user information to authorities. This data includes names, addresses, dates and places of birth, tax residency, and tax identification numbers. Additionally, providers are required to submit transaction-level data, covering gross amounts, units traded, and both fiat-to-crypto and crypto-to-crypto transactions.

The measures enable tax authorities within the EU and partner jurisdictions to exchange information on individuals and companies trading digital assets. While supporters view the move as a necessary step to close reporting gaps, privacy advocates have raised concerns regarding the scope of data collection and potential security risks. Furthermore, industry stakeholders have expressed concerns that increased compliance costs could impact the competitiveness of Bulgaria’s fintech sector.
