Bulgaria proposes allowing DANS agents to work as psychotherapists
The Bulgarian Council of Ministers has published proposed amendments to the State Agency for National Security (DANS) Act for public consultation. A key provision would allow DANS psychologists to practice psychotherapy and psychological counseling outside of their official duties. Currently, agency employees are only permitted to engage in teaching and scientific research activities outside of their service.
The stated goal of the amendment is to allow specialists to maintain and develop their professional skills. However, the proposal has drawn criticism from professional circles. Dr. Irina Lazarova, chair of the Bulgarian Association of Psychotherapy, noted that such dual roles could create ethical conflicts and jeopardize the principle of patient-therapist confidentiality.
Additionally, the draft law proposes changes to the protection of classified information. While 'Top Secret' documents are currently protected for a maximum of 30 years (with a possible one-time extension to 60 years), the new proposal would allow for multiple extensions if deemed necessary to protect national interests. Legal experts have warned that this could lead to 'eternal secrets,' potentially limiting public oversight of state institutions.
