Bulgaria proposes deposit system for plastic and metal beverage containers

Proposed amendments to the Waste Management Act in Bulgaria aim to introduce a deposit-return system for single-use plastic and metal beverage containers with volumes between 0.1 and 3 liters. Under the plan, a deposit fee would be charged separately from the beverage price and listed as a distinct line item on receipts, exempt from VAT.

Consumers would be entitled to receive the deposit back in cash upon returning empty containers to retailers, rather than receiving store vouchers. Retailers would be required to accept these containers through automated machines or staff and would eventually be reimbursed by a newly established National Deposit Operator. This operator, composed of representatives from producers and traders, would manage the collection and financial settlements.

While the system initially focuses on plastic and metal, the inclusion of reusable glass bottles remains subject to further discussion with businesses. Small retailers in minor settlements may be exempt from the obligation to accept returns, and the deposit for consumed beverages in restaurants would not apply if the containers are opened and left on-site. The initiative seeks to align Bulgaria with existing EU recycling standards and reduce waste.
