Bulgaria to implement strict gambling advertising bans and regulations
The Bulgarian government is preparing a major legislative package to tighten regulations on the gambling industry. Announced by Prime Minister Rumen Radev, the measures aim to reduce gambling addiction and prevent cities from looking like ‘Las Vegas’. Key proposals include a near-total ban on gambling advertisements across television and the internet, as well as restrictions on the physical appearance of casinos and betting shops to limit aggressive lighting and screens.
Beyond advertising, the government intends to address tax transparency and combat smuggling. Financial expert Prof. Daniela Bobeva has characterized the move as a ‘double blow to gambling’, noting that the sector has reached unacceptable levels, often leading to family breakdowns and debt. However, experts warn that a ban on advertising alone may not help those already addicted and could inadvertently drive users toward unregulated operators.
A report from Gaming Compliance International highlights this risk, noting that unregulated online gambling in the EU generates approximately 91.6 billion euros, with Eastern Europe seeing even higher shares of unregulated activity. There are concerns that strict restrictions on licensed brands may create more space for illegal operators to advertise via social media, streaming platforms, and pirated content.
