Bulgaria sees citizen complaints over road neglect and off‑leash dogs

A resident traveling the I‑4 highway between Varna and Veliko Tarnovo reported that cut tree trunks and stumps remain on both sides of the road, creating an unsightly and potentially hazardous scene. The complainant urged municipal authorities to clear the debris and restore the roadway environment.

In Plovdiv, a resident of the Northern district voiced frustration over large dogs – including pit bulls and hunting breeds – being repeatedly walked without leashes. She described confrontations with owners, incidents of aggression toward leashed pets, and the municipality’s claim that enforcement is only possible if a violator is detained on site, which she says is impractical.
