Bulgaria to change seniority rules for 4‑hour work contracts

The Bulgarian parliament has approved amendments that will calculate labour seniority based on actual hours worked. Starting 1 January next year, a 4‑hour workday will be counted as half a day of seniority, meaning two days of work will equal one day of service. The same formula will halve statutory annual leave, reducing it from 20 to 10 days.

Proponents say the measure will clarify the status of part‑time contracts and combat fictitious employment arrangements. Employers argue it creates equal treatment between full‑time and part‑time staff. Trade unions and critics warn the change will disadvantage vulnerable workers in low‑wage sectors and question its effectiveness against the grey economy. The proposal could face a presidential veto or a referral to the Constitutional Court if passed by the National Assembly.
