Bulgaria to propose constitutional changes for presidential caretaker cabinet powers
Bulgarian Prime Minister Rumen Radev has announced that the government will propose constitutional amendments to restore the president's authority to independently select the members of a caretaker cabinet. During a briefing alongside Justice Minister Nikolay Naydenov, Radev stated that the current mechanism has shown serious flaws and has risked blocking the appointment process for caretaker governments.
Under the existing constitutional model, the president is restricted to choosing a caretaker prime minister from a specific list of high-ranking officials, such as the Speaker of the National Assembly, the Governor or Deputy Governor of the Bulgarian National Bank, and the Ombudsman. Radev argued that these limitations have led to ‘ugly results’ and nearly caused procedural blockages.
The announcement was part of a presentation of the ‘Justice’ section of the government's management program for 2026–2030. This program also includes broader judicial reforms intended to restore legitimacy to judicial governing bodies, ensure integrity in personnel decisions, and reduce informal influence within the judicial system.
