Bulgaria unveils strategic management program for judicial and constitutional reform

The Bulgarian government has released a comprehensive four-year management program focused on strategic reforms across several sectors. A primary pillar of the plan is judicial reform, which aims to restore institutional legitimacy through changes to the Judicial System Act. Key objectives include the decentralization of the prosecution service, digital transformation, and the implementation of European standards. The program proposes a constitutional reform that would require a 3/5 majority for electing the Supreme Judicial Council and introduces new mechanisms for the public accountability of high-ranking judicial officials.

Beyond the judiciary, the program outlines extensive reforms in regional development, education, healthcare, and infrastructure. The government intends to prioritize reducing regional inequalities and addressing water shortages. Economic strategies include the creation of new industrial zones and the use of diplomacy to attract investment. Additionally, the plan includes large-scale infrastructure projects, such as the construction of over 20 highways and expressways, and a housing program involving updated property tax assessments.
