Bulgarian Cabinet Starts 2027 Budget Process, Revises 2026‑28 Forecast
The Bulgarian government approved the budget procedure for 2027, creating the necessary organization and coordination among ministries and other public bodies to plan and draft the state budget and the updated medium‑term fiscal forecast for 2027‑2029. The process complies with the Public Finance Act and the timetable for submitting the draft budget to the European Commission and the Eurogroup. All primary budget holders, except the National Assembly and the judiciary, will apply the program‑budgeting format, which aims to improve public‑finance management, planning quality, transparency and accountability.
In a cabinet meeting, ministers announced amendments to the updated medium‑term budget forecast for 2026‑2028 and the start of the 2027 budget procedure. Additional parliamentary expenditures for the current year were approved, and a temporary measure that limited exports and intra‑EU deliveries of oil products was cancelled. The measure had been introduced to safeguard energy security and respond to U.S. sanctions on the Russian company Lukoil. The government also plans to adopt an action plan for the Crime Prevention Strategy and to revise the list of regulated professions in Bulgaria.
