Bulgarian deputies end summer recess for urgent anti-corruption law

Bulgarian deputies are ending their summer recess early to address urgent legislative deadlines related to the country’s Recovery and Resilience Plan (RRP). The National Assembly must pass amendments to the State Civil Servants Act by August 30 to meet European commitments.

The proposed legislation introduces integrity testing mechanisms for civil servants holding positions with high corruption risks. These tests will be conducted during appointments, promotions, or following recommendations from an inspectorate. A successful test will remain valid for three years, while those who fail will be barred from similar procedures for one year. The specific criteria and procedures for these tests will be established via a decree from the Council of Ministers.

The Legal Commission is scheduled to meet on August 24 to consider the bill during its second reading. This expedited process is necessary to allow the government to finalize the required regulatory framework within the RRP timelines.
