Bulgarian Ministry of Education proposes new early childhood and inclusive education reforms

The Bulgarian Ministry of Education and Science has proposed several reforms aimed at standardizing early childhood development tracking and enhancing support for students with special educational needs (SEN).

Under the proposed changes to the Ordinance on Pre-school Education, a unified national methodology and toolkit will be introduced for kindergartens. This system is designed to allow educators to monitor a child's progress and identify language deficits from the moment they enter preschool, ensuring a consistent approach across different institutions.

Additionally, proposed amendments to the Ordinance on Inclusive Education seek to improve the quality of learning for students with SEN. Key measures include more clearly defined roles for resource teachers and social workers, as well as a revised screening process for three-year-olds to identify potential learning difficulties. The reforms also aim to reduce administrative burdens for parents of SEN students, specifically regarding documentation for 8th-grade admissions. To ensure academic integrity, the proposal stipulates that any reduction in teaching hours for these students must not exceed 50%.
