Bulgarian MPs demand fix for adopted children's health records
Bulgarian MP Denitsa Sacheva and colleague Kostadin Angelov are calling for an urgent resolution to an administrative issue affecting adopted children. Due to changes in personal identification numbers (EGN) following adoption, vaccination records are not transferring to the children's new electronic health files.
This discrepancy occurs because immunization data remains linked to the child's previous identity, leaving the new electronic dossier empty. Consequently, families are facing difficulties enrolling children in nurseries and kindergartens, as the system fails to show proof of immunization despite physical paper records existing. In some cases, medical history from the first decade of a child's life has become inaccessible under their new identity.
While Health Minister Katya Ivkova previously indicated that new regulations were being prepared to address the issue, parents report that the promised solutions have not yet functioned in practice. The problem stems from the implementation of electronic health records in late 2022, where regulations failed to account for the merging of health data during identity changes following adoption.
