Bulgarian Parliament Committee Approves Rules for Selecting Supreme Judicial Council Members
The parliamentary Committee on Legal Issues unanimously approved new procedural rules governing the selection of members of the Supreme Judicial Council (Висшият съдебен съвет) from the parliamentary quota. The 17‑vote “yes” resolution sets out a detailed schedule for submitting candidate proposals, publishing documentation, and evaluating professional and ethical qualifications. The rules also allow nominations from non‑governmental organisations and the legal community, with candidates to be examined by MPs.
The adopted timetable will be voted on in a plenary session expected on Friday, after which the new council composition can be chosen under the clarified, more transparent framework. Committee chair Prof. Yanka Tyanova emphasized that the reforms aim to broaden the pool of nominees beyond deputies and to ensure objective, merit‑based appointments.
