Bulgarian Parliament passes amendments to securities and health laws

The Bulgarian National Assembly has passed several legislative amendments at first reading. In the financial sector, changes to the Law on Public Offering of Securities, proposed by the Council of Ministers, aim to modernize the Bulgarian capital market in accordance with EU Directive 2024/2810. The amendments introduce a structure for shares with multiple voting rights, allowing companies to attract new capital through multilateral trading facilities without founders or key shareholders automatically losing strategic control.

In the healthcare sector, the Parliament approved amendments to the Health Act. One proposal, supported by Progressive Bulgaria, mandates that police patrols be equipped with external defibrillators and allows officers to provide first aid. Another amendment, recommended by Democratic Bulgaria, seeks to address deficiencies in the electronic health expertise system and implement more effective oversight regarding the unlawful determination of permanent incapacity for work. A proposal by Vazrazhdane to allow individuals in emergency situations to be transported immediately to medical facilities without waiting for an emergency team via the 112 service was rejected.
