Bulgaria budget 2026 constitutional complaint deficit 5.7% GERB‑SDS Continue the Change

The governing coalition GERB‑SDS and the opposition party "Continue the Change" (PP) have jointly filed constitutional complaints against Bulgaria's 2026 state budget. Fifty members of parliament signed the petitions, which allege that the budget violates the Constitution, the Law on Public Finances, the EU Treaty on the Functioning of the European Union and the Stability and Growth Pact. The budget, adopted by parliament on 24 July and promulgated by President Iliana Yotova, sets a deficit of 5.7 % of GDP, exceeding the legal ceiling of 3 % and raising concerns about rising public debt. The complaints were submitted one day after the law’s publication in the State Gazette. The Constitutional Court has opened two separate cases to consider the petitions and will decide whether to admit them for substantive review. If the Court annuls the budget, the previous extendable fiscal law will remain in force.
