Bulgaria prepares for presidential elections on October 25
Bulgaria is finalizing preparations for the presidential and vice-presidential elections scheduled for October 25. The Central Election Commission (CEC) has outlined procedures for machine voting, which will be available in 9,373 sections. In sections with more than 780 voters, two machines will be provided to ensure efficiency and secrecy of the vote. However, machine voting will not be available in sections with fewer than 300 voters, where paper ballots will be used instead.
To ensure transparency, a unique hash code has been generated to serve as a digital fingerprint for the voting software. This code will be printed on voter receipts and published online, allowing citizens to verify that the system has not been modified.
In the Shumen region, 206,400 paper ballots have been delivered to the regional administration under police protection. Meanwhile, the Ruse Regional Election Commission has scheduled machine demonstrations and training for local election commission members between October 17 and 22.
On the security front, the Ministry of Interior has conducted 140 operations targeting vote-buying, resulting in two pre-trial proceedings. Authorities are also increasing monitoring of cyberspace to prevent potential cyberattacks during the election period.
