Bulgaria's Parliament Orders Audits of Pensions, Fiscal Programme and Road Agency

The Bulgarian Parliament's Budget and Finance Committee approved three draft decisions assigning the Supreme Audit Office to conduct comprehensive audits of public spending. The audits will cover social payments, the consolidated fiscal programme of the Ministry of Finance, the National Social Insurance (DSO) system, and the Road Infrastructure Agency (API) for the period from January 2020 to mid‑2026. The audit work must be finished by 30 September 2024, with final reports submitted to the National Assembly by 30 October.

The audit scope includes assessing the impact of legislative changes on revenues, expenditures and budget balances, analysing pension reforms, social benefit adjustments, and the effect of the “Swiss rule” on public finances. For the API, auditors will verify whether certified repair and construction works have been properly recorded, identifying any unreported liabilities. Parliamentary figures Konstantin Prodhanov and Stefan Belchev stressed that the audits aim to improve fiscal transparency and stability, not to freeze pensions or raise contributions.
