German fuel‑price rule sees widespread violations, limited enforcement
Germany introduced a 12‑Uhr fuel‑price rule on 1 April 2026 that permits stations to change gasoline and diesel prices only once a day at 12:00 p.m. A data analysis by SWR journalists found that in July 2026 more than 1 100 stations altered prices over 5 500 times outside the permitted window, amounting to over 240 000 suspected violations since the rule’s start. The Esso brand accounted for roughly 10 % of all recorded breaches. Fines of up to €100 000 per violation are possible, but only the states of Niedersachsen, Berlin, Mecklenburg‑Vorpommern and Saarland have opened investigations; other states have not responded.
The rule was presented by Economy Minister Katherina Reiche as a measure to increase competition, transparency and fairness, yet enforcement has been uneven and many stations appear to continue raising prices multiple times per day.
