Bundesliga seeks long-term stability for 50+1 ownership rule
The Bundesliga is working to establish a long-term, legally secure framework for the ‘50+1’ ownership rule, which requires clubs to maintain majority voting rights for their members. This follows a decision by Germany’s Federal Cartel Office in August that found the rule generally compatible with competition law, provided it is applied consistently across all clubs.
A primary challenge for the league is addressing the status of clubs with historical exceptions, specifically Bayer Leverkusen and VfL Wolfsburg, which are owned by Bayer AG and Volkswagen respectively. The league's presidency has warned that rushing into decisions could lead to protracted legal disputes and has called for a “high degree of responsibility” from all 36 clubs in the first and second divisions.
The Bundesliga has outlined a roadmap for these reforms: a membership assembly in December will seek to reaffirm the rule as a fundamental principle of German professional football, with final proposals for a unified application model expected in the first half of 2027.
