Bundeswehr conducts Red Storm Charlie crisis exercise in Hamburg

The Bundeswehr, alongside civilian emergency services and private companies, is conducting the “Red Storm Charlie” exercise in Hamburg. This large-scale drill involves approximately 500 soldiers and civilian personnel training to respond to a potential conflict scenario at NATO’s eastern borders.

Led by the Landeskommando Hamburg, the exercise focuses on strengthening cooperation between military and civilian actors. The training is based on the “Operationsplan Deutschland,” which coordinates military defense measures with civilian support services. Hamburg’s infrastructure, including its port, airports, and rail networks, is being tested for its capacity to serve as a logistical hub for transporting personnel and materials during a crisis.

Private sector involvement includes companies such as the Edeka Verbund and the Schwarz Gruppe. Additionally, the exercise touches upon legal frameworks like the Arbeitssicherstellungsgesetz (ASG), a Cold War-era law designed to ensure that critical jobs remain filled during a state of defense. The goal is to ensure that state and civilian institutions can act effectively and coordinately in the event of a national emergency.
