Bundeswehr Inspector General warns of rising sexualized misconduct

Carsten Breuer, the Inspector General of the Bundeswehr, has issued an internal directive to all soldiers expressing deep concern over the rising number of reported cases of sexualized misconduct within the German armed forces.

Reports indicate that the number of incidents is on an upward trend. In 2023, there were 385 reported cases, increasing to 395 in 2024, and reaching 430 in 2025. Current data suggests that 2026 could see a new record high. The term 'sexualized misconduct' used by the military encompasses a range of offenses against sexual self-determination, including inappropriate comments, unwanted advances, and physical sexual violence.

Breuer emphasized that such behavior has 'no place in the armed forces' and must not be tolerated by superiors, subordinates, or peers. He called on all personnel to demonstrate responsibility and integrity by reporting incidents rather than looking away.

In addition to the rising official numbers, the Ministry of Defence is monitoring a nearly completed study regarding the 'dark field'—the estimated number of unreported incidents. Preliminary findings from a survey of thousands of active and former female soldiers suggest that the actual prevalence may be higher than official statistics indicate.
