Bureau of Corrections relieves two officers over trust fund anomaly
The Bureau of Corrections (BuCor) has relieved two commissioned officers from the Corrections Institution for Women (CIW) following an investigation into alleged anomalies involving the trust fund for Persons Deprived of Liberty (PDLs).
BuCor Director General Gregorio Pio Catapang Jr. ordered the relief of Superintendent Daisy Sevilla-Castillote and Deputy Superintendent for Administration Marites Lebardo to facilitate a comprehensive probe. The investigation centers on the potential mishandling of approximately PHP 6 million in funds. Additionally, PDL Trust Fund Officer Bianca Ramos has been reported as absent without leave (AWOL) since July 29, 2026. Catapang has requested assistance from the Muntinlupa Police Station to locate Ramos.
To address the issue, Catapang has directed the Internal Audit Service Unit to conduct an audit of the trust fund management. Simultaneously, the Directorate for Intelligence and Investigation has been tasked with a parallel investigation to determine the culpability of both current and former CIW officials. Lariza Martin has been designated as the Acting Superintendent of the CIW during this period.
