Burgas water utility director and employee appeal pre‑trial detention
The Appellate Court in Burgas is evaluating appeals filed by ВИК‑Бургас director Цветан Мирчев and employee Илчо Боев, who were placed in pre‑trial detention by the Regional Court. Both are charged with intentional waste that allegedly caused financial damage to the state‑owned utility of more than €300,000 (about 1.5 million lev). Prosecutors allege the damage resulted from payments for cleaning water‑supply wells that were either partially or wholly unperformed.
The defence argues that the evidence does not justify the harshest non‑release measure and requests lighter conditions such as house arrest. Lawyers for Мирчев and Боев contend that technical expert examinations are needed to verify whether the claimed works were actually carried out. The court will decide whether the detention will remain or be modified while the investigation continues.
