Burgas water utility director detained over €300,000 embezzlement

The Burgas District Court ordered pre‑trial detention for Cvetan Mirchev, director of the municipal water supplier ViK‑Burgas, and Ilcho Boev, an employee in the construction department. Prosecutors have requested a permanent arrest for both men.

They are accused of intentional non‑productive conduct that caused a loss of €303,281 to ViK‑Burgas. The alleged scheme involved transferring the sum to an external cleaning firm for a public procurement to clean around 70 well pits in the Burgas region, a job that was never carried out between January and July 2026. The investigation, triggered by a whistle‑blower report of pressure to sign false documents, was carried out by the Main Directorate for Combating Organized Crime (GDBOP). If convicted, the suspects face imprisonment of two to eight years.

The case highlights alleged corruption in a municipal water utility and the misuse of public procurement funds.
