Burkina Faso implements new NGO regulations and honors national martyrs

The Burkina Faso government has implemented significant regulatory changes affecting non-governmental organizations (NGOs) and social recognition. During a Council of Ministers meeting on September 24, 2026, chaired by Captain Ibrahim Traoré, two decrees were adopted to tighten the framework for NGOs and associations.

Under the new rules, NGOs must dedicate at least 80% of their total budget to direct field investments to ensure funds reach vulnerable populations rather than being consumed by administrative costs. Domestic associations must sign a framework agreement with the state, while foreign organizations are required to establish a headquarters convention. A one-year grace period has been granted for existing organizations to comply.

In a separate decision, the government officially recognized 315 martyrs and 10 invalids of the Nation, honoring those who showed bravery during recent political and security crises. These individuals and their families will receive support, including psychosocial care and coverage for minor children as wards of the Nation.
