Burkina Faso seizes Starlink equipment and restructures national development agency

Burkina Faso's government has taken significant steps regarding national security and institutional restructuring. On September 8, 2026, Minister of Economy and Finance Aboubakar Nacanabo transferred 107 seized Starlink satellite connection kits to the Minister of War and Patriotic Defense, General Célestin Simporé.

The equipment was intercepted by customs officials in Bobo-Dioulasso. According to the Global Initiative Against Transnational Organized Crime (GI-TOC), extremist groups in the Sahel, such as JNIM and ISWAP, utilize Starlink for its portability and affordability compared to traditional satellite phones. These devices allow militants to coordinate movements in remote areas without local telecommunications infrastructure.

In a separate administrative move, the Council of Ministers, chaired by Captain Ibrahim Traoré, adopted decrees transforming the National Service for Development (SND) into the Agence Faso Boalé (AFB). This restructuring places the new agency under the technical supervision of the Ministry of War and Patriotic Defense and establishes a new legal and organizational framework for its operations.
