Busan kicking case victim urges legislative safeguards and lawmaker leniency

Legal representatives for the victim of the ‘Busan kicking case’ have urged the National Assembly to enact supplementary legislation to prevent gaps in investigative authority following proposed changes to the Criminal Procedure Act. The legal team refuted claims by Democratic Party lawmaker Kim Yong-min that the case was not resolved through the prosecution's supplementary investigation powers, asserting that prosecutors corrected initial police failures by proving intent to murder and requesting DNA re-examinations.

The lawyers called for a structure where the prosecution can supervise or check investigations into serious crimes, such as murder, robbery, and sexual violence, to protect victim rights. They also emphasized the need for measures to strengthen the rights of victims during trial procedures.

Separately, the victim of the same case submitted a petition to the People Power Party's ethics committee requesting leniency for lawmakers Seo Bum-soo and Jin Jong-oh. The two lawmakers faced controversy for inappropriate remarks made during a recent forum regarding the incident. The victim expressed concern that disciplinary actions against the lawmakers could lead to secondary victimization and requested that the matter not become a major political tool.
