Busan officials launch research group as North Port project faces legal dispute

The Busan Metropolitan Council is preparing to launch a new research group, tentatively named ‘Busan Station’, to develop practical policy alternatives for local issues. Comprising 11 members from four major standing committees, the group aims to move beyond passive administrative monitoring toward collaborative research. Their initial focus includes urban redevelopment, youth and elderly welfare, and carbon neutrality. The group plans to integrate its findings into legislative activities, such as ordinance enactments and budget reviews, starting in September.

Separately, five civic groups in Busan have called for the formation of a public-private governance task force to resolve the ongoing dispute regarding the North Port Transfer Center. The project is currently stalled due to a legal battle between the Busan Port Authority and the developer, PQ Construction, over a 3.3-meter height difference that may infringe on pedestrian and view rights. The Busan District Court is scheduled to hold further hearings in September before deciding on an injunction to halt construction.
