Business Council says Mexico's FDI filters align with USMCA

José Medina Mora, president of the Business Coordinating Council (CCE), stated that the Mexican administration's proposed filters for foreign direct investment (FDI) align with practices used by the United States Committee on Foreign Investment and are consistent with the USMCA framework.

The proposed reform to the Foreign Investment Law seeks to limit foreign capital participation to 49 percent in strategic sectors, including energy, transportation, mining, communications, and cybersecurity. Additionally, the initiative suggests granting the armed forces veto power over foreign capital in these areas.

Medina Mora emphasized the importance of maintaining the USMCA and remaining aligned with the most productive region in the world. He expressed confidence that these measures would not lead to international disputes. Meanwhile, Merlín Cochran, president of the Mexican Association of Hydrocarbon Entry (Amexhi), noted that the impact of these limits on the energy sector, particularly natural gas projects, still requires further analysis.
