Dubai business setup offers diverse licensing and ownership options
Dubai continues to position itself as a major hub for international entrepreneurs by offering diverse business structures and high levels of foreign ownership. Investors can choose between mainland setups, which allow for UAE-wide trade and government contracts, or Free Zone structures that often provide specific incentives and 100% foreign ownership.
Various specialized licences are available through the Department of Economy and Tourism (DET). These include commercial brokerage licences for intermediaries, kiosk licences for small retail units in malls or airports, and highly regulated audit firm licences. Establishing an audit firm requires additional registration with the Ministry of Economy and specific professional qualifications such as CA, ACCA, or CPA.
The setup process involves selecting a legal structure—such as a Limited Liability Company (LLC) or Sole Establishment—reserving a trade name, and obtaining initial approvals from relevant authorities. Costs and timelines vary significantly depending on the specific business activity and regulatory requirements.
