Cà Mau high school ordered to repay 32 million VND for teacher who never taught

The Cà Mau Department of Education and Training verified a complaint concerning THPT Hiệp Thành high school. It found that the school’s former principal, Vũ Văn Khiêm, signed a guest‑lecturing contract with Đỗ Thị Nga, a primary‑school teacher, who did not actually teach but was paid 156,032 VND per period—well above the internal spending limit of 80,000 VND. The school paid Nga more than 32 million VND for the semester.

The department concluded that the payment violated regulations and ordered the school to recover the overpaid amount. It also confirmed that the school assigned teachers to exceed the allowed number of teaching periods per day, a finding deemed correct. Other allegations, such as undisclosed insurance commission receipts, were judged false. The department required the school to conduct internal reviews and hold the former principal and other staff accountable for the irregularities.
