Local officials say the issue revolves around the adequacy of compensation and the need for a revised damage assessment.
A parallel embankment project on the Gành Hào River, costing over VND 300 billion and intended to prevent riverbank erosion, is also lagging, with only roughly half of the work finished. Land‑acquisition obstacles affect 39 affected owners, including several businesses, and rising material costs have prompted some contractors to withdraw. Project managers anticipate requesting an extension to meet the planned end‑of‑year deadline.
