Ca Mau police investigate illegal fund establishment at secondary school

The Ca Mau Provincial Police Investigation Agency has initiated a criminal case regarding the “illegal establishment of funds” at Ho Thi Ky Secondary School in Dinh Thanh commune. The investigation concerns more than 2.9 billion VND collected in violation of regulations between January 2017 and July 2025.

According to authorities, the funds were collected from various sources, including canteen and parking rentals, commissions from Edu messaging services, student uniforms, and accident insurance. Principal Tran Quoc Dung reportedly directed the school treasurer to manage these cash collections and expenditures without recording them in the official accounting system, creating expenditure vouchers, or preparing financial reports. Furthermore, these transactions were not reported to or approved by the School Council.

An investigation by the Dinh Thanh Commune People's Committee also found that Principal Dung violated anti-corruption laws by signing a canteen rental contract with his wife, a teacher at the school.
