Caacupé mayoral candidate to hold political rally at municipal theater

Víctor Zárate, a Liberal Party (PLRA) candidate for the mayoralty of Caacupé, Paraguay, is scheduled to hold a political rally at the municipal theater. The event, titled ‘Las propuestas de la evolución del cambio’, aims to present his government project for the upcoming October 4 election.

The use of the municipal theater for political proselytizing faces scrutiny regarding Paraguayan electoral laws. Specifically, Law No. 834/96 prohibits the use of state resources, including facilities and funds, for partisan activities. Additionally, recent civil service legislation prohibits public officials from conducting political activities within state installations.

Reports indicate that members of the Local Health Council were invited to the event. Under current regulations, these councils are intended to be non-partisan bodies composed of public and private health sectors, civil society, and community leaders. The council is currently presided over by the sitting mayor, Diego Riveros of the PLRA.
