Cabrales Biogas Plant Project Sparks Local Controversy

A proposal to build a biogas plant in the Pescandi area of Arenas de Cabrales, Asturias, has ignited a heated dispute between the region’s dairy and livestock sectors and local residents. The project, promoted by Agrolinera under the name “Pescandi Circular,” aims to process 99 tonnes of waste daily—including livestock slurry, cheese whey and sewage sludge—on a 15,300‑square‑metre site. Supporters, including the DOP Cabrales council, the municipal mayor José Sánchez (PSOE) and the Asturian regional government, argue the facility is essential to reduce waste‑handling costs and safeguard the future of the internationally known Cabrales cheese. Opponents, represented by a neighbourhood association, warn of potential environmental, tourism and health impacts, and cite a recent unfavorable report from the Asturias Urban Planning Commission (CUOTA) that, while not a final rejection, highlights concerns. The estimated investment is €5‑7 million, and officials say the negative CUOTA opinion can be addressed through revised planning procedures.
