CACI and Oracle Secure $396 Million Federal HR Modernization Deal with OPM
CACI International Inc. will act as a technology partner to Oracle on the U.S. Office of Personnel Management’s ten‑year Federal Human Resources Information Technology Modernization contract, valued at roughly $395.8 million. The contract, awarded in June, brings together Oracle, CACI, Baker Tilly and Deloitte to replace more than 100 legacy HR systems that serve about two million civilian federal employees with a single cloud‑based Oracle Fusion HCM platform.
The new platform will incorporate artificial intelligence, standardized data exchange, and continuous privacy and security updates. CACI expects the consolidation to cut taxpayer spending on legacy systems by over 90 percent while improving efficiency and service delivery. The partnership builds on CACI’s prior work with Oracle on the Army’s Integrated Personnel and Pay System‑Army (IPPS‑A) and other defense‑related HR and finance systems.
