Caerphilly Council Declares Ty Llwyd Quarry Not Contaminated Land

Caerphilly County Borough Council has concluded that the former landfill at Ty Llwyd Quarry near Ynysddu does not meet the legal definition of contaminated land under Part 2A of the Environmental Protection Act 1990. Independent consultants Arcadis carried out extensive sampling of leachate, groundwater, surface water, soil, and outdoor air, and the council’s environmental health team analysed the results. All measurements were below health‑based screening criteria, and no significant pollution was found in the Sirhowy River, local streams or springs.

Council cabinet member for Planning and Public Protection Philippa Leonard said the council will continue robust monitoring and management of the site, acknowledging community concerns about historic industrial dumping. Natural Resources Wales also reported low PCB levels in river sediment, indicating minimal ecological impact.
