CAF social benefits and housing aid regulations in France
The Caisse d'Allocations Familiales (CAF) utilizes specific minimum payment thresholds for various social benefits to reduce administrative processing costs. For the RSA (Revenu de Solidarité Active), the non-payment threshold is set at 6 euros. For the ALS (Allocation de Logement Social) and ALF (Allocation de Logement Familial), the threshold is 10 euros, while the prime d'activité has a threshold of 15 euros.
Regarding housing assistance, the APL (Aide Personnalisée au Logement) does not currently have a minimum payment threshold, a change implemented in 2019.
In cases where housing aid is paid directly to landlords (third-party payment), landlords are legally obligated to report tenant departures or lease terminations to the CAF to avoid having to reimburse funds. Additionally, landlords must report rent arrears to the CAF within two months if the tenant owes an amount equivalent to twice the monthly net rent (after the housing aid deduction) or twice the gross rent if the aid is paid directly to the tenant.
