California AI Transparency Law Requires Metadata on Generated Content

California’s AI transparency law went into effect on August 1, 2026, mandating that AI‑generated images, video and audio carry embedded provenance metadata so users can identify the origin of digital content. The legislation, co‑authored by State Senator Josh Becker, Assemblymember Buffy Wicks and Assemblymember Rick Chavez Zbur, also requires a free public AI‑detection tool and imposes civil penalties of $5,000 per violation, enforceable by the state attorney general, city attorneys or county councils.

The law aligns California’s requirements with the European Union’s AI Act and is intended to curb deep‑fakes, election misinformation and scams that cost Americans more than $1 billion annually. Large online platforms will be required to surface provenance data for AI‑generated content beginning January 1, 2027, extending the transparency safeguards beyond state borders.
