California and Texas face billions in lost online gambling revenue

California and Texas are missing out on significant potential revenue due to the lack of regulated online gambling markets. California could potentially support a market worth approximately $12 billion annually, which could generate over $1 billion in yearly tax revenue. Texas faces an estimated $9.5 billion in potential market value.

An analysis by Bodog used revenue data from mature regulated markets—including New Jersey, Pennsylvania, Michigan, and Connecticut—to estimate potential demand in states without established online casino or sports betting products. By adjusting for adult population and applying a conservative benchmark of $390 per adult, the model estimates the scale of untapped markets in states that have declined to build regulated online gambling frameworks.
