California billionaire wealth tax faces competing ballot measures

California voters face a complex decision this November regarding Proposition 40, a proposed one-time 5% tax on residents with a net worth exceeding $1 billion. Supported by SEIU United Healthcare Workers West, the measure aims to raise approximately $100 billion to fund healthcare and education, specifically to offset federal Medicaid cuts.

However, the tax faces significant opposition through two billionaire-funded countermeasures, Propositions 41 and 42. Under California law, if multiple ballot initiatives conflict, only the one that receives the largest margin of victory prevails. This means even if Proposition 40 receives a majority of votes, it could be defeated if either Proposition 41 or 42 outpolls it by a larger margin.

Recent polling indicates shifting public sentiment. While some surveys from the Public Policy Institute of California show a slim majority in favor of the wealth tax, a POLITICO and UC Berkeley poll suggests support is tightening, with only 45% of likely voters favoring the measure compared to 43% opposed. Opponents have launched significant advertising campaigns to undermine the proposal.
