California counties face budget uncertainty and staffing concerns
California counties are navigating significant fiscal challenges as they manage state funding shifts and internal budget disputes.
In Santa Barbara County, officials reported that while the state legislature has revised its budget to include one-time funds for the county, the exact amount remains unclear. Legislative analyst Claire Tobin and Budget Director Paul Clementi advised the Board of Supervisors against making immediate changes to the county’s $1.66 billion 2026-27 budget. The county had previously implemented service reductions and layoffs in anticipation of state and federal funding cuts.
In Riverside County, Sheriff Chad Bianco has warned that the department may be forced to cut more than 600 deputy positions due to a funding shortfall. Bianco stated he requires over $150 million in additional funding to maintain current staffing levels. Although the Board of Supervisors increased the sheriff's budget by approximately $25 million, Bianco maintains this is insufficient. Riverside County Executive Officer Jeff Van Wagenen responded that the Board must balance competing priorities for public safety, health, and human services within finite resources to preserve long-term financial health.
