California enacts new laws for arts funding and math assessments
Governor Gavin Newsom has signed two new laws aimed at addressing specific educational challenges within California's K-12 public school system.
Assembly Bill 2440, introduced by Assemblymember Al Muratsuchi, provides clarity regarding the use of Proposition 28 funds. The 2022 measure allocates approximately $1 billion annually for arts education, including music, dance, theater, and visual arts. The new legislation aims to resolve confusion among school officials regarding whether these funds can supplement or must replace existing arts budgets, and whether smaller schools can pool resources to share specialized teachers.
Additionally, a new law authored by State Senator Akilah Weber Pierson will mandate math skill assessments for students in kindergarten, first, and second grades. The law requires schools to provide support to students identified as needing extra assistance to prevent them from falling behind in later years. While proponents argue the assessments will provide timely, evidence-based support, some educators have expressed concerns regarding the lack of additional funding for teacher training and classroom staff.
