California Energy Commission Revises Replacement Tire Efficiency Rules

The California Energy Commission (CEC) has updated its draft replacement‑tire efficiency program after a public comment period that included input from automotive enthusiasts and tire manufacturers. The revised proposal adds carve‑outs for a broader range of tires, such as all‑season tires bearing the three‑peak mountain snowflake certification, competition tires that meet specific tread‑wear, speed‑rating and depth criteria, run‑flat tires, large‑diameter off‑road tires, and long‑life or ultra‑long‑life tires.

The timeline for the regulations was also pushed back: Phase 1 requirements now apply to tires manufactured on or after January 1 2029 (instead of 2028), while the more stringent Phase 2 rules shift to tires built on or after January 1 2033. The CEC’s goal remains to ensure replacement tires are at least as fuel‑efficient as original‑equipment tires, improving fuel economy and reducing emissions. Public comments are accepted through 10:00 a.m. on August 3, after which the commission will consider adopting the revised rules.
