California faces critical water management decisions

The California State Water Resources Control Board has released a draft regulatory plan for the Sacramento-San Joaquin River Delta. The plan offers water right holders two compliance pathways: maintaining a minimum water flow from Sacramento River tributaries or voluntarily investing in habitat restoration projects in lieu of sustaining minimum flow rates. The Delta provides water for nearly 30 million Californians and 4 million acres of farmland, but insufficient freshwater flow risks saltwater intrusion that could threaten ecosystems and the State Water Project.

Simultaneously, California faces broader water management challenges driven by climate change. Tensions are rising over Colorado River allocations as declining snowpack runoff threatens major reservoirs like Lakes Mead and Powell. Additionally, momentum is growing for the Sites reservoir project in the Sacramento Valley, an off-stream storage initiative aimed at capturing water during high-precipitation years to mitigate future shortages.
