California fast-tracks E15 gasoline rollout via new legislation

Governor Gavin Newsom has signed Senate Bill 795, a measure designed to accelerate the rollout of E15 gasoline in California. While the state previously authorized E15 under AB 30, regulatory hurdles regarding equipment certification had stalled widespread availability. The new law allows certain equipment already approved for E10 to be treated as approved for E15 if manufacturers provide signed compatibility statements, a pathway that remains in effect until January 1, 2029.

E15 is a gasoline blend containing up to 15% ethanol. Proponents and researchers suggest the move could lower pump prices by approximately 20 cents per gallon, potentially resulting in up to $2.7 billion in annual savings for California drivers. This is particularly relevant as California gasoline prices have significantly exceeded the national average.

Despite the legislative progress, the transition may be gradual. Retailers must still convert equipment and navigate infrastructure requirements. Additionally, while a study from UC Berkeley and the U.S. Naval Academy highlighted potential savings, that research was commissioned by the Renewable Fuels Association, an ethanol industry trade group.
