California Governor Newsom orders AI safety review and kill switch study FAST-MOVING

California Governor Gavin Newsom has signed an executive order to accelerate artificial intelligence oversight and safety measures. The order directs state agencies and a panel of experts to investigate the technical and legal feasibility of implementing an emergency “kill switch” for advanced “frontier” AI models to prevent them from going rogue.

Key components of the order include a mandate for experts to provide safety and security guidelines within two months. The administration is also exploring requirements for independent third-party audits of AI safety frameworks and the potential for onsite monitoring within AI laboratories. Additionally, the order seeks to accelerate the implementation of existing state laws, specifically SB 813 and AB 1405.

Beyond technical safety, the order directs state agencies to study the economic implications of AI, including potential job losses and the need for updated worker protections. Newsom framed the move as a necessary response to what he described as the federal government’s failure to establish meaningful AI accountability, particularly as industry leaders like Anthropic and OpenAI have expressed concerns regarding the pace of development.
