California High-Speed Rail CEO blames regulations for project delays

Ian Choudri, CEO of the California High-Speed Rail Authority, attributed the delays and rising costs of the $231 billion project to the state’s complex regulatory environment. Speaking at a Fresno rotary club, Choudri argued that modern building rules and extensive environmental reviews have significantly slowed infrastructure development compared to the 1800s.

Choudri specifically highlighted the California Environmental Quality Act (CEQA) as a factor in project timelines, noting that the requirement for public input and the potential for lawsuits create environments that make construction take longer. He has advocated for legislative assistance to bypass certain red tape, such as seeking exemptions from state environmental laws or finding workarounds for eminent domain.

While state Republicans agreed that overregulation under CEQA is a problem, they criticized rail officials for seeking exemptions, instead suggesting the project should be scrapped entirely.
